I don‘t know anything about the SA535, but I do have a sign with a SA535-2 which also has destinations and firmware in the same EPROM (27c512). That sign was equipped with Ds21 firmware, but I got it working with DS1+DS3 using VMAed which has the files "vmd.hex" and "vma.hex". That are firmware files which are automatically added to EPROM files and works on SA535-2.
The SA535-2 looks similar (but not the same) to your SA535. On your board more components are not mounted maybe because your sign is 7-high. Mine is "normal" 19x112.
SA535-2: (Yes, it has 2 EPROM-sockets, but can only select one at a time. On yours as well but one not mounted.)
Why not first read out your existing EPROM and see how the contents look like?
