Flip DOT matrix display HELP!, 17 Jul. 2013 18:53

I need some help with a Flip flop display it‘s a 14 x 28 with a 26 pin header, on the print there is two fp2800a chips, I tried to connect it to a Arduino 2560 without any luck. I did connect 26 v to VS, 5V to VCC, digital high to A0, B0 and set Enable high and expected a flip but i think I am missing something, maybe Data port need a signal. please help me if you can.
